The Joint Commission on National Dental Examinations (JCNDE) developed the INBDE because of changes in educational curriculum and new accreditation standards that took effect in 2013, requiring the integration of basic sciences with behavioral and clinical science instruction.

The purpose of the exams is to assist state boards in determining qualifications of dentists who seek licensure to practice dentistry. The examinations assess the ability to understand important information from the biomedical and dental sciences, and the ability to apply such information in a problem-solving context. State boards use the information provided by the NBDE Program to help protect the public health.
